Judges

Tenders will be evaluated by an independent, expert, five-man jury. The judges must have no contact with bidders under the rules of the Public Procurement Law. They have signed a confidentiality agreement. Here they are presented.

Assesment criteria first round

In the first round we ask interested people a vision of creating value from a waste flow from the city and a view through to the concrete project, which is eventually drafted in the second round. This first round is completely anonymous and digitally via TenderNed. The jury selects the five best proposals.

Assesment criteria second round

In the second round, the anonymity is lifted. The authors of the five best proposals will be invited from the first round to send a detailed description including business case and present the plan to the jury. The jury will choose the best from these proposals. The authors of the best proposal will negotiate with the municipality concerning the tenderer (s) on the cofinancing and the mutual commitment of hours or network. If, after negotiation, resources are still available from the FVA, negotiation of the second best proposal will start, and so on.
